Requires bond proceeds recipients (state agencies, Minnesota State Colleges and Universities, University of Minnesota, and after January 1, 2012, counties and municipalities) to mandate contractors include plans to recruit unemployed workers, especially from low-income, rural, tribal, and communities of color.

Mandates contractors develop recruitment plans using available training providers including opportunities industrialization centers, construction trades unions, tribal colleges, community action partnerships, and nonprofit job training organizations.

Requires contractors to disseminate information about subcontract and employment opportunities to disadvantaged groups and demonstrate energy savings for building construction, renovation, and renewal projects.

Requires bond proceeds recipients to report electronically to the commissioner of employment and economic development every six months on job creation, hours worked by disadvantaged workers, apprentice program recruitment, and energy savings.

Directs the commissioner of employment and economic development to compile reports and submit an annual summary report electronically by January 15 of each year beginning in 2011 to legislative committees overseeing capital investment and the Department of Management and Budget.
