Proposes amendment to Minnesota Constitution, Article X, Section 8, to authorize forms of gambling beyond parimutuel betting at licensed horse racing facilities.

Requires legislature to impose a tax on gross gambling revenue from these authorized gambling forms, with details and rates to be prescribed by law.

Dedicates tax revenue first to finance construction of a Minnesota Vikings stadium facility, with any remainder going to the general fund; revenue then goes entirely to general fund after stadium completion.

Prohibits the legislature from expanding forms of gambling currently authorized within the state beyond what this amendment permits.

Amendment must be submitted to voters at the 2010 general election with a yes/no ballot question regarding the gambling authorization and Vikings stadium funding.
