Changes the Minneapolis School Board from seven directors to six members elected by district and three members elected at large, effective January 1, 2011

Requires school board to designate each election district by number, with three districts having odd numbers and three having even numbers, with districts composed of equal population and compact, contiguous territory

Allows candidates to file affidavit of candidacy for election either from their residence district or for one of the three at-large seats

Authorizes the Minneapolis School Board to remove any member or officer for proper cause by concurrent vote of a majority of members, with the charged member receiving notice and opportunity to be heard in defense

Repeals Minnesota Statutes 2008, section 128D.14, which previously exempted the Minneapolis School Board from standard school district board member removal procedures
