Modifies the timeline for disseminating provider peer grouping data to October 15, 2010, for total cost and quality information, and January 1, 2011, for condition-specific data instead of June 1, 2010.

Extends provider review period for data accuracy from 21 days to 30 days before they can appeal disputed information.

Establishes publication timelines: total care results beginning January 1, 2011; condition-specific results beginning March 30, 2011, both on a risk-adjusted basis and at least annually.

Changes compliance deadlines for using peer grouping data from January 1, 2011, to 12 months after the commissioner publishes information, affecting state employee health plans, political subdivisions, health plan companies, and the Medicaid payment system.

Repeals Minnesota Statutes 2009 Supplement section 256B.032, which would have prohibited low-performing health care providers from enrolling in Medicaid and related programs beginning January 1, 2012.
