Authorizes "other qualified persons" with medical training to withdraw blood from DWI suspects, in addition to physicians, nurses, medical technicians, emergency medical technician-paramedics, phlebotomists, medical technologists, and medical laboratory technicians.

Defines "qualified person" as medical personnel trained in a licensed hospital or educational institution to withdraw blood.

Provides legal immunity from civil or criminal liability for persons drawing blood at a peace officer's request, except in cases of negligence.

Requires persons administering breath tests to be fully trained in breath test administration pursuant to training provided by the commissioner of public safety.

Becomes effective July 1, 2010.
