Creates efficiency plus access task forces to reduce education administrative costs through interdistrict collaboration while maintaining student learning outcomes and preserving local school districts and boards

Requires all school districts with fewer than 5,000 K-12 pupils in fiscal year 2010 to participate; encourages larger districts and other public entities including cities, counties, higher education institutions, libraries, and Head Start agencies to participate

Task forces must review and recommend improvements in administrative services, instructional and learning services, and extracurricular activity coordination; may consider new school models including project-based learning, online schools, and postsecondary partnerships

Establishes reporting timeline requiring initial planning reports by October 15, 2010; final recommendations with financial impact projections for fiscal years 2013-2014 by December 1, 2011; commissioner to report to legislature by June 30, 2012

Appropriates general fund money to the Department of Education for fiscal year 2011 to contract with an outside entity to support task force operations and oversight
