Creates new law requiring the Board of Trustees to develop and maintain a seamless credit transfer mechanism between Minnesota State Colleges and Universities system institutions with a goal of minimal credit loss for transferring students.

Designates the Degree Audit and Reporting System (DARS) and u.select database as official repositories for course equivalencies, with each institution responsible for ensuring accuracy of their course equivalencies.

Requires all system colleges and universities to post course descriptions and outlines on their websites and submit links to the chancellor's office for publication on MinnesotaTransfer.org.

Mandates alignment of institutional curricula, training for campus staff on transfer advising, institutional responsibility for providing transfer documentation, and consistency of transfer policies across the system.

Requires the Board of Trustees to report annually from February 15, 2011 through 2015 to legislative higher education committees on credit transfer activities and results, with all goals to be fully achieved by the start of the 2015-2016 academic year.
