Establishes a grant program administered by the commissioner of agriculture to partially reimburse eligible persons for purchasing variable rate fertilizer application equipment capable of applying three or more products simultaneously.

Eligible recipients include partnerships, corporations, cooperatives, and other legal business structures that apply fertilizer to agricultural land for hire.

Applicants must submit an affidavit certifying they will use the equipment to fertilize at least 5,000 agricultural acres in Minnesota for each of the following five years.

Grant awards are capped at 10 percent of the equipment purchase price, with the commissioner authorized to use an equitable lottery system if applications exceed available funds.

Appropriates $2,000,000 from the clean water fund in fiscal year 2011 to award grants under the program.
