Authorizes Hennepin County to serve as a limited partner in a partnership, member of a limited liability company, or shareholder in a corporation for wind or solar energy electricity generation facilities.

Permits Hennepin County to construct, acquire, own in whole or in part, finance, or operate wind and solar energy facilities through these business entities.

Establishes that Hennepin County's liability is governed by Minnesota Statutes section 466.04.

Applies section 466.04 liability provisions to limited liability companies or corporations that are wholly owned by Hennepin County under this authorization.

Enables the county to exercise authority previously granted under Minnesota Statutes section 373.48.
