Requires vendors and home improvement contractors to provide written warranties, exclusions, inspection rights, and dispute resolution information to homeowners in writing; failure to comply results in implied statutory warranties with the same effect.

Effective August 1, 2010, for notices of claims and actions commenced on or after that date; requires a report to the legislature by February 1, 2014, on dispute resolution cases established under the new process.
