Reduces state tort liability limits effective July 1, 2010 from $1,500,000 to $1,000,000 for multiple claims arising from a single occurrence for claims occurring on or after that date.

Reduces municipal tort liability limits effective July 1, 2010 from $1,500,000 to $1,000,000 for multiple claims arising from a single occurrence for claims occurring on or after that date.

Reduces individual claimant liability limits for both state and municipalities to $500,000 for death by wrongful act or omission and $500,000 for other claims for claims arising on or after July 1, 2009.

Prohibits state and local government entities from requiring contractors to provide liability insurance or other security in excess of the statutory liability limits stated in the statute.

Applies retroactively to claims arising from acts or omissions occurring on or after July 1, 2010.
