Clarifies that petroleum tank releases are classified under section 115C.03, subdivision 8 rather than subdivision 3.

Modifies the definition of "tank" to exclude the term "transport" and adds a new definition for "tank in transport" as a liquid fuel cargo tank used to deliver petroleum into storage tanks.

Authorizes the Pollution Control Agency board to adopt rules specifying competitive bidding requirements and written proposal/invoice requirements for consultant services using expedited rulemaking procedures.

Adds the commissioner of agriculture to the definition of "commissioner" for petroleum tank release provisions, alongside the commissioners of the Pollution Control Agency and commerce.

All sections become effective the day following final enactment.
