Shortens the timeline for watershed management organizations to hold a public hearing on draft plans from 30-45 days after the 60-day review period to 14 days after the review period ends.

Requires watershed management organizations to respond in writing to review agency concerns at least 10 days before the public hearing instead of within 30 days of receipt.

Changes the plan approval process so draft plans are submitted directly to the Board of Water and Soil Resources after the review period under subdivision 7, eliminating the intermediate subdivision 8 review step.

Applies the same review and amendment procedures for plan amendments that require consistency with county groundwater plans.

Repeals Minnesota Statutes 2008, section 103B.231, subdivision 8 entirely.
