Requires the transportation commissioner to classify all bridges into three tiers based on traffic volume, sufficiency rating, and structural characteristics, with tier 1 being the highest priority.

Tier 1 includes bridges with average daily traffic above 1,000 and sufficiency rating at or below 50, or bridges designated as priority projects by the commissioner.

Tier 2 includes fracture-critical bridges or those with sufficiency ratings at or below 80 that are not tier 1 bridges.

Mandates that all tier 1 and tier 2 bridges originally in the program must be under contract for repair or replacement with load-path-redundant design bridges by June 30, 2018, except where reasons for delay are documented.

Establishes that after June 30, 2018, subsequent bridge projects must be prioritized using a risk-based system considering factors including bridge condition, age, load capacity, flood susceptibility, traffic volume, and detour length, with system implementation required by February 1, 2011.
