Appropriates funds from the general fund in fiscal year 2011 to the Commissioner of Employment and Economic Development for a grant to the Minority Workforce Collaborative.

Grant funds an intensive employment skills training project designed to move unemployed refugees, immigrants, and legal residents into employment leading to economic self-sufficiency.

Training project includes one-to-one case management and job retention services, workplace English skills curriculum, GED training and testing, cultural awareness activities, and specialized skills training in light rail and green economy fields.

Designates the Lao Assistance Center as the fiscal agent for the project.

Establishes this as a onetime appropriation.
