Constitutional officers and members of the legislature may not use public funds for lodging, training, meetings, or facility use that is not a "preferred site," unless a preferred site is unavailable within reasonable distance or costs exceed comparable non-preferred sites.

"Preferred sites" are facilities that have adopted clean hotel policies and procedures to eliminate availability of sexually explicit work or material depicting sexual conduct that objectifies and exploits subjects through eroticizing domination, degradation, or violence.

State agencies must include specific language in solicitation documents for lodging and conference space stating Minnesota's intention to promote sexual violence prevention and preference for providers with clean hotel policies.

The Commissioner of Administration may offer a centralized process for state agencies and employees to identify facilities with adopted clean hotel policies and procedures.

Commissioner of Administration must report to legislative committees by February 15, 2011, on implementation plans and progress; Section 1 becomes effective July 1, 2011.
