Excludes supervised public or private homeless shelters from the definition of "dwelling" and "secondary address" for predatory offender registration purposes, effective July 1, 2010.

Changes registration requirement status from "terminate" to "suspend" when a registered offender moves to another state, allowing reactivation if the person returns to Minnesota before the registration period expires.

Requires in-person written notice when registering address changes, with corrections agents or law enforcement authorities forwarding information to the Bureau of Criminal Apprehension within two business days.

Establishes that registration requirements are suspended after the bureau confirms the offender's out-of-state address through the annual verification process at least once.

Effective date is July 1, 2010 for Section 1 (definitions) and the day following final enactment for Section 2 (registration procedures).
