Increases the maximum amount of debt outstanding under the state guarantee program from $500,000,000 to $1,000,000,000

Authorizes the clean water revolving fund to provide principal forgiveness, grants, and loans for green infrastructure and water or energy efficiency improvements up to 25 percent of eligible project costs with a maximum of $1,000,000

Modifies the drinking water revolving fund to permit principal forgiveness or grants for affordability purposes when average annual residential costs would exceed 1.2 percent of median household income, capped at $4,000,000 or $15,000 per connection

Expands the wastewater infrastructure funding program to provide grants up to 65 percent of eligible grant need for projects receiving USDA/RECD funding, with limits of $4,000,000 per project or $15,000 per existing connection

Transfers employees from the Department of Employment and Economic Development to the Public Facilities Authority effective the day following final enactment
