Transfers 50 percent of Minnesota Correctional Facility-Moose Lake from the Commissioner of Corrections to the Commissioner of Human Services by January 1, 2011, for housing civilly committed sex offenders in the Minnesota sex offender program.

Requires the Commissioner of Corrections to transfer 50 percent of offenders incarcerated at Moose Lake to a privately owned medium security facility within the state by December 31, 2010, or alternatively to state, local, or out-of-state correctional facilities if unable to negotiate an in-state agreement.

Appropriates funding from bond proceeds for the Commissioner of Human Services to design, renovate, construct, furnish, and equip the converted portion of the facility as a secure residential treatment facility for sex offenders.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds under Minnesota Statutes sections 16A.631 to 16A.675 to fund the renovation appropriation.

Appropriates general fund money to the Commissioner of Corrections for fiscal year ending June 30, 2011, to cover costs of transferring and incarcerating inmates at alternative facilities.
