Exempts persons employed as assessors for political subdivisions from professional licensing requirements when performing enumerated assessment duties.

Prohibits licensed assessors employed by or contracting with an assessment jurisdiction from making independent appraisals on properties within their jurisdiction, with violation resulting in immediate license revocation.

Allows exceptions to the appraisal prohibition when a formal governmental resolution authorizes appraisals for condemnations, right-of-way acquisitions, or special assessments.

Authorizes county assessors to perform appraisals, review original assessments, prepare appraisal reports, and testify as expert witnesses regarding properties in their jurisdiction.

Effective the day following final enactment for testimony and reports in cases or proceedings not yet finally resolved.
