Establishes a provisional ballot system for unregistered persons claiming precinct residence who lack authorized proofs of residence, allowing ballots to be counted only if the voter provides valid proof of residency to the county auditor within ten days after the election.

Requires the secretary of state to adopt rules governing provisional ballot administration, including procedures for informing voters, verifying residency, and counting verified ballots.

Maintains tribal identification cards as valid proof of residence for tribal band members under the same terms as previously established.
