Chapter 378 (S.F. 2891) - Interstate Compact for Juveniles

• Enacts the Interstate Compact for Juveniles into Minnesota law to establish cooperative supervision and return of juvenile offenders, status offenders, and runaways across state lines.

• Creates the Interstate Commission for Juveniles composed of state commissioners (appointed by each state's compact administrator), with power to promulgate binding rules, oversee interstate juvenile movement, and enforce compliance.

• Establishes a State Advisory Council in Minnesota including the governor, chief justice, two senators, two representatives, and other state officials to oversee the state's compact participation and appoint the compact administrator.

• Limits Minnesota's annual assessment to $30,000 and creates a special fund in the Department of Corrections to meet the state's compact financial obligations.

• Effective upon enactment by at least 35 states, with compact becoming binding as to any additional state upon its legislative enactment.
