Requires petitioning municipalities to serve notice of intent to annex at least 30 days before submission to the chief administrative law judge, with notice published in the official township newspaper and clearly identifying proposed annexation boundaries

Allows town boards or city councils to request a referendum on proposed annexation upon receipt of a petition signed by residents equal to at least 20 percent of votes cast in the most recent applicable election

Requires the chief administrative law judge to order referendums in both the city and town, scheduled to coincide with state primary or general elections when possible, or as special elections otherwise

Establishes a 75 percent voter approval threshold in both the city and town referendums required for the chief administrative law judge to order the annexation

Prohibits resubmission of petitions seeking to annex 25 percent or more of the same land for three years following voter rejection of an annexation proposal
