Establishes a "Healthy Kids Awards Program" to recognize schools implementing policies promoting physical activity and healthy food choices, with schools meeting criteria receiving a "Healthy Kids Award" indicator on their school report card beginning in the 2010-2011 school year.

Requires the commissioner of education to initially adopt the National Association for Sport and Physical Education standards for physical education in grades kindergarten through 12, notwithstanding other statutory criteria.

Creates a requirement for local government entities owning nursing facility physical plants or holding licenses to pay a specified portion of nonfederal medical assistance costs beginning January 1, 2011, with monthly payments due by the 15th of the following month through September 2015.

Allows publicly owned nursing facilities to apply for higher payment rates without the standard phase-in between January 1, 2011, and September 30, 2015, if the local government entity agrees to pay the nonfederal share of medical assistance costs.

Requires school districts to post their current local school wellness policies on their websites when available, effective August 1, 2010.
