Requires local government employees to approve participation in or withdrawal from the public employees insurance program through secret ballot vote before any determination becomes final.

Mandates that the exclusive representative (union) negotiate entrance or withdrawal from the program with the political subdivision's management.

Limits participation votes to no more than one per fiscal year, with all insurance-eligible employees required to either participate together or none participate if approved by majority vote.

Allows former employees and their dependents to continue indefinitely in the employer's hospital, medical, and dental insurance group after retirement, with eligibility limited to those receiving disability benefits or annuities from Minnesota public pension plans.

Requires local governments to coordinate retiree health insurance coverage with Medicare benefits, effective July 1, 2010.
