Expands information that public authorities can request from employers, utility companies, insurance companies, labor organizations, and financial institutions for child support enforcement purposes, including addition of mobile telephone and email address to lists of releasable information.

Authorizes public authorities to redirect basic support, medical support, and child care support payments to a caregiver when a child is in voluntary placement or court-ordered out-of-home placement without a support redirection provision, or when receiving public assistance.

Requires public authorities to provide written notice to obligee, obligor, and caregiver before redirecting support, with notice including child names, redirection date, and amount; allows obligee or obligor to contest redirection within 30 days on limited grounds.

Establishes hearing procedures for contested redirections, requiring hearings before a child support magistrate within 30 days of request, with support remaining undirected pending hearing outcome.

Repeals provisions regarding child support judgment administrative renewals and retroactive application of child support judgment procedures, effective January 1, 2011.
