Modifies Minnesota Statutes 2008, section 473.517, subdivision 3, to change how reserved capacity costs for treatment works and interceptors are allocated among local government units in the metropolitan area.

Replaces proportional allocation based on reserved capacity with a metropolitan sewer availability charge (SAC) levied on each new connection or capacity demand increase to the metropolitan disposal system.

Requires SAC revenues to be deposited in the council's wastewater reserve capacity fund, with an annual transfer amount to the wastewater operating fund for reserved capacity costs.

Allows the council to reduce the SAC transfer amount after study and public hearing if necessary to maintain adequate reserves, but requires a minimum 6 percent increase or greater to the SAC charge if a reduction occurs.

Expires provisions allowing SAC transfer amount reductions at the end of calendar year 2015 and applies to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
