Modifies the hearing timeline from 20 days to 120 days after serving or being served with a complete and authorized petition

Establishes that all parties served shall have the right to be heard at hearings, removing previous language allowing some parties to be heard only by commissioner permission

Specifies that hearings must be conducted per Minnesota Administrative Procedure Act sections 14.57 to 14.60 and 14.62, with all parties notified by certified mail of the hearing date, time, and location
