Commissioner of Human Services may approve and implement chemical dependency treatment pilot projects developed under the planning process in Laws 2009, chapter 79, article 7, section 26.

Planning phase must be completed by June 30, 2010, with implementation scheduled no earlier than July 1, 2010.

Commissioner must evaluate pilot projects and report results to legislative committees with jurisdiction over chemical health issues by January 15, 2013, using outcome evaluation criteria negotiated prior to implementation.

Pilot projects may use chemical dependency treatment funds to pay for nontreatment services including navigator services, peer support, family engagement, housing support, rent subsidies, supported employment, and independent living skills.

State expenditures for pilot projects must not exceed the expected share of forecasted expenditures without the pilot projects, and counties are responsible for nontreatment service costs exceeding that expected share.
