Allows any person to use a muzzleloader with a non-magnifying scope to take deer during muzzleloader season (removes previous restriction to only visually impaired hunters).

Scope magnification capabilities are prohibited.

Permits are valid for up to five years based on the permanence of any visual impairment as determined by a licensed physician, ophthalmologist, or optometrist.

Permit must be in the immediate possession of the hunter when hunting under the authorization.

Commissioner may deny, modify, suspend, or revoke the permit for cause, including violations of game and fish laws or rules; knowingly making false applications or fraudulent medical certifications are misdemeanors.
