Governor shall require all state executive department budgets to use zero-based budgeting, with the commissioner of management and budget providing technical assistance and adopting necessary rules.

Zero-based budgeting treats the previous biennium budget as zero and requires justification of each proposed expenditure as if it were new.

Each department must provide: activity descriptions with statutory justification, quantitative estimates of discontinuation impacts, quantifiable program outcome measures, itemized expenditure accounts for minimum and current service levels, and ranking of activities by contribution to agency goals.

Legislature, judicial branch, and public employees' retirement system must submit budgets in the same format using revenue projections prepared by Minnesota Management and Budget.

Effective the day following final enactment and must be implemented for the biennium beginning in fiscal year 2012.
