Transfers oversight of the Metropolitan Council from a commission to direct legislative authority through amendment of Minnesota Statutes section 3.8841

Establishes a Legislative Commission on Metropolitan Government composed of 14 members: 4 senators appointed by the senate Subcommittee on Committees, 3 by the senate minority leader, 4 representatives appointed by the speaker of the house, and 3 by the house minority leader

All commission members must reside in or represent a portion of the seven-county metropolitan area with balanced geographic representation

Commission shall monitor and make recommendations to the Metropolitan Council and legislature on tax levies, debt requests, budgets, work programs, capital improvement programs, and council appointments

Commission members serve two-year terms beginning after odd-numbered year legislative sessions, with the chair position alternating biennially between the senate and house
