Charter schools must contract with a Minnesota school district for financial services, with no exception for authorizer-provided services.

Authorizers cannot condition charter granting or renewal on schools contracting for services from the authorizer; any such contracts must go through competitive bidding with at least two bids and be disclosed to the commissioner.

Commissioner approval timeline changed to 60 business days for initial affidavits, with authorizer allowed 20 business days to address deficiencies.

Charter school board members must complete department-approved training on governance, employment policies, and financial management within 12 months of being seated or become ineligible to serve.

Effective for the 2010-2011 school year and thereafter.
