Prohibits mayors and city council members from being employed by the city, notwithstanding any charter provision.

Defines "employed" as full-time permanent employment as determined by the city's employment policy.

Applies to persons elected or appointed to serve as mayor or city council member on or after August 1, 2010.

Amends Minnesota Statutes section 412.02 by adding subdivision 1a and proposes new coding in chapter 410 section 410.191.
