Requires local government units to allow former employees receiving disability benefits or who have met retirement age and service requirements to continue participating indefinitely in employer-sponsored hospital, medical, and dental insurance.

Requires former employees under age 65 to be pooled with active employees for premium and coverage purposes, except those enrolled in Medicare Parts A and B due to disability where Medicare is primary must be pooled with employees age 65 and older.

Permits former employees to receive dependent coverage only if they had dependent coverage immediately before retirement, and allows dropping dependent coverage while retaining individual coverage but not vice versa.

Requires former employees to pay the entire premium for continuation coverage unless otherwise provided by collective bargaining agreement or personnel policy, and allows discontinuation if premiums are not paid within federal law deadlines.

Effective August 1, 2010, and applies to coverage in existence on or after that date.
