Amends Minnesota Statutes section 126C.44 to remove the requirement that school districts set aside at least $3 per adjusted marginal cost pupil unit for licensed school counselors, nurses, social workers, psychologists, and chemical dependency counselors.

Eliminates the annual certification requirement that districts must meet regarding spending levels or full-time equivalent staffing for mental health and support service professionals.

Maintains the $30 per adjusted marginal cost pupil unit maximum levy cap for all safe schools costs including peace officer salaries, drug abuse prevention, gang resistance education, school security, and crime prevention measures.

Effective July 1, 2010, and applies to revenue for fiscal year 2011 and thereafter.
