Authorizes the Hennepin County Board of Commissioners to use forward pricing mechanisms to purchase energy (natural gas, heating oil, diesel fuel, unleaded fuel, and other non-electric sources) for budget risk reduction.

Limits forward pricing transactions to an amount not exceeding the county's estimated energy usage for the period covered and restricts the holding period to no more than 24 months from the trade date.

Requires the county to establish separate accounts for each operational energy type using forward pricing mechanisms.

Mandates written policies and procedures governing forward pricing use and an oversight process including internal or external audit reviews, annual reports to an internal investment committee, and internal management controls.

Takes effect immediately without requiring local approval.
