Redefines "business day" in Minnesota Statutes to include Saturday in addition to Monday through Friday for county offices.

Prohibits county boards from modifying existing collective bargaining agreements when designating which days are business days.

Extends the reporting interval for political subdivisions on compliance with sections 471.991 to 471.999 from every three years to every five years, except for non-compliant subdivisions which must report within three years.

Requires the commissioner of management and budget to provide annual reports to the legislature by January 1 listing compliant and non-compliant political subdivisions, with estimated compliance costs and recommended penalties.
