Agencies are prohibited from publishing notices of intent to adopt rules or notices of rule adoption while the legislature is meeting in regular session.

All newly adopted rules expire at the end of the next regular legislative session following their adoption.

Amends Minnesota Statutes section 14.389 to specify that when a law refers to this section, it becomes the only process an agency must follow for rules to have legal effect.

Repeals numerous existing rulemaking procedure statutes (sections 14.131, 14.14, 14.15, 14.16, 14.18, 14.19, 14.20, 14.22, 14.225, 14.23, 14.24, 14.25, 14.26, 14.27, and 14.28).

Effective date of July 1, 2010, for rules with notice of intent to adopt published on or after that date.
