Adds new prohibition making it unlawful for any person to knowingly permit possession or consumption of alcoholic beverages by someone under 21 on premises they control, lease, contract for, or arrange for.

Provides affirmative defense if defendant is parent or guardian and permitted alcohol in their own household.

Creates felony offense for non-licensed persons violating the new prohibition if the underage person becomes intoxicated and causes or suffers death or great bodily harm.

Creates gross misdemeanor offense for first violation of the new prohibition; escalates to gross misdemeanor for second or subsequent violations.

All provisions effective August 1, 2010, and apply to crimes committed on or after that date.
