Allows Mower County Board of Commissioners to adopt an ordinance reducing county office hours to four business days per week (Monday through Friday) instead of five.

Excludes legal holidays, holidays established by county board contract with certified employee bargaining units, and emergency situations from the four-day week requirement.

Requires written agreement from all affected collective bargaining units before the county can adopt a four-day week ordinance.

Operates as a pilot project effective without local approval and expires December 31, 2015.
