Allows Mower County Board of Commissioners to adopt a resolution making the county recorder position appointive rather than elective, notwithstanding Minnesota Statutes section 382.01.

Board of Commissioners must appoint a department head to discharge recorder duties, with authority to reorganize, reallocate, or delegate statutory duties without diminishing their performance.

Person currently elected to the recorder position must complete their term or until a vacancy occurs, whichever is earlier.

County board must publish notice of intent in official county publication for two consecutive weeks and hold public comment at next regular meeting before formally adopting the appointive resolution.

Resolution requires approval by at least 80 percent of county board members and can be implemented without voter approval unless a petition signed by 10 percent of registered county voters requesting a referendum is filed within 30 days of second publication, in which case majority voter approval is required.
