Redirects proceeds from software developed by Department of Education for the achieved savings assessment program to the weatherization program rather than the enterprise technology revolving fund.

Modifies hydrogen energy project reporting requirements by removing mandatory biennial legislative reports and instead directing Department of Commerce to develop a slate of proposed pilot projects.

Makes technical changes to weatherization program administration, Public Utility Commission assessments, utility metering standards for supportive housing, and repeals obsolete nuclear moratorium language and related provisions.
