Adds local inflow and infiltration reduction programs as an authorized use of the clean water legacy account, with grants or loans administered through the Metropolitan Council in the seven-county metropolitan area.

Appropriates $2,000,000 in fiscal year 2011 from the clean water legacy account to the Metropolitan Council for these inflow and infiltration reduction programs, with funds available until expended.

Amends Minnesota Statutes section 114D.45, subdivision 3 to add the new funding purpose to the list of clean water legacy account expenditures.

Applies only to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.

Takes effect the day following final enactment.
