Appropriates $20,000,000 from the trunk highway bond proceeds account to the commissioner of transportation for construction of interchanges involving a trunk highway that promote economic development, increase employment, relieve traffic congestion, and promote traffic safety.

Requires allocation of the $20,000,000 with 50 percent to the department's metropolitan district and 50 percent to districts in greater Minnesota.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $20,000,000 under Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Bond proceeds, except for accrued interest and premiums, must be deposited in the bond proceeds account in the trunk highway fund.

Effective the day following final enactment.
