Enacts the Uniform Unsworn Foreign Declarations Act, allowing declarations made under penalty of perjury (rather than oath) to have the same legal effect as sworn declarations for persons physically located outside the United States.

Applies only to declarants physically located outside U.S. geographic boundaries, including Puerto Rico and U.S. territories, but excludes those on U.S. property under another country's or federally recognized Indian tribe's jurisdiction.

Requires unsworn declarations to follow a specific form stating the declarant is under penalty of perjury and physically located outside U.S. boundaries, with date, location, printed name, and signature.

Excludes from unsworn declaration use: depositions, oaths of office, oaths before specified officials other than notaries public, real estate covenant declarations, and oaths under section 524.2-504.

Amends Minnesota Statutes section 609.48 to include writings made according to the new unsworn foreign declaration statute as subject to perjury penalties, effective August 1, 2010.
