Amends Minnesota Statutes section 115A.02 to revise the state's waste management hierarchy by adding composting of source-separated compostable materials (including yard waste and food waste) as the third preference practice.

Establishes a six-tier preference system for waste management practices: waste reduction and reuse; waste recycling; composting of source-separated compostable materials; resource recovery through mixed municipal solid waste composting or incineration; land disposal with methane gas retrieval; and land disposal producing measurable methane without retrieval.

Maintains the existing state goals to protect land, air, water, and natural resources while improving waste management and reducing waste toxicity and disposal dependence.

Becomes effective the day following final enactment.
