Increases the maximum age for dependent children from 18 to 25 years old for local government employees and retirees enrolled in group health insurance benefits.

Applies the age change to three categories: current employees (Section 1), officers and employees generally (Section 1a), and retired officers and employees (Section 2a).

Allows dependent students under age 25 to be covered under group health plans for counties, municipal corporations, towns, school districts, and other political subdivisions.

Permits governmental units to define additional dependents beyond spouse and unmarried children at their discretion.

Takes effect the day following final enactment for all three sections of the bill.
