Establishes "school concession stand" as a specific category of food and beverage service establishment located in a school, on school grounds, or within a school-owned athletic complex operated in conjunction with school-sponsored events.

Exempts school concession stands from paying additional annual fees for food service categories, food services, and required additional inspections that apply to other food and beverage establishments.

Specifies that the "additional food service" fee of $150 does not apply to school concession stands, distinguishing them from other food service locations.

Defines school concession stands in Minnesota Statutes section 157.15, subdivision 12b, and amends licensing fee requirements in section 157.16, subdivision 3.
