Appropriates $145,000 in fiscal year 2011 for health care administration to complete actuarial and administrative work to begin PACE operations, with base funding of $130,000 in fiscal year 2012 and $0 in fiscal year 2013.

Appropriates $111,000 in fiscal year 2011 for continuing care management PACE implementation work, with base funding of $101,000 in fiscal year 2012 and $0 in fiscal year 2013; requires commissioner to develop alternative financing mechanisms for fiscal year 2013 and beyond.

Reduces community service development grants appropriation by $154,000 in fiscal year 2011, with base reductions of $139,000 in fiscal year 2012 and $0 in fiscal year 2013, expiring June 30, 2012.

Makes conforming changes to Minnesota Statutes section 256B.69, subdivision 23, regarding PACE program approval and implementation procedures.
